Under the US-Taliban peace the deal, the first group of Taliban prisoners was to be released on Saturday at the behest of President Mohammad Ashraf Ghani, but Afghanistan's Security Council says procedures are underway to release the prisoners.
President Ghani ordered that the release of Taliban prisoners are started.
The decree states that although 100 detainees
will be released daily, depending on their age, health status and time spent in
jail. But Security Council spokesman Javed Faisal told the BBC what issues
were underway to release the men.
Javed Faisal said,
"The Afghan government is
now investigating all the listings and the issue of what are the risks and
benefits, and how they should be dealt with."
An Afghan Security Council's spokesperson said they were working on the hope that their opportunity for peace
would not be wasted.
Earlier, President Ghani's
spokesman, Siddique Siddiqui, had said that the decree was signed considering
the bases agreed to start talks with the Taliban.

THERE ARE THREE ARTICLES IN
THIS DECREE
According to the first article of
this decree, the released Taliban prisoners will promise to return to the
battlefield.
The article states that the Taliban
prisoners released will be released after recording biometric information.
The second article of the decree
states that in the first round, on the basis of good intentions, 1,500 Taliban
prisoners will be released from prison.
The article states that the
series will begin on March 14 and that 100 prisoners will be released each day,
depending on their age, health status and time spent in prison.
But Sohail Shaheen, a spokesman for the Taliban's political office in Qatar told the BBC that
information obtained by them indicates that prisoners released by the Afghan government in the first round are prisoners of other crimes.
"These were not prisoners
handed over by the Taliban to the Afghan government," he said.
He said a delegation including
representatives from all the provinces have been appointed to confirm the
identity of those released by the Afghan government and further progress will
be made after that.
KEY POINTS OF THE AFGHAN PEACE PROCESS CONTRACT:
- Under the agreement signed on
February 29 in Doha, Qatar, the United States will begin withdrawing its troops
from March 10.
- 5000 Afghan Taliban prisoners
will be released, and so will the 1,000 people in Taliban custody.
- During this time inter-Afghan
talks will also be initiated and the process will be completed in 14 months.
- The agreement states that Afghanistan's territory will not be used against any country, including the United States,
and that the Taliban will stop al-Qaeda and ISIS activities in Afghanistan.
- According to the Afghan Taliban,
they are ready to execute the deal and have contacted all factions other than
the Kabul administration.
